The Bill (Reg.№1411) envisages the determining the peculiarities of the legal and organizational provision of the Budget support of the realization of the amendments on energy saving in budget estates. In particular it is recommended that the mechanism of the prices reduction of credits during the measures of energy preserving in budget institutions should be introduced and implemented the financing of the budget institutions by the "third part".
The members of the committee deem that mechanism of prices reduction in this sphere should be implemented not only to budget institutions but for the economic in the whole. Consequently the Committee recommends the Bill to be rejected. Moreover that Bill does not correspond to the normative-legal acts that are of the higher juridical power and needs considerable elaboration.
